The ghouls and goblins running around trick-or-treating Tuesday night had a lot of imaginary dangers on their minds, but law enforcement was protecting the little ones from the real danger of sexual predators. The rules on Halloween for registered sex offenders are pretty simple: No outside decorations or lights, no handing out candy to trick-or-treaters and observe a 5PM curfew after which the front door can only be opened for law enforcement. “Operation Boo” has been conducted every Halloween night for nearly 30 years throughout California. Several agencies including Anderson and Redding Police, the Shasta County Sheriff’s and Probation Departments, the County Marshall’s Office and State Parole Agents did compliance checks throughout Shasta County on 26 registered sex offenders on probation or parole. Most of them were behaving, but four arrests were made. 58-year-old Gregory Seibel and 79-year-old Robert Smith, both of Redding, were arrested for unspecified violations. 44-year-old Adam Burke of Shasta Lake City was arrested for possessing child pornography. 30-year-old Jeremy Jimenez of Shasta Lake City was arrested after a 7-year-old child was found living in his home in deplorable and unsafe conditions. The child was placed in foster care.
