Dolores Lucero – candidate for both a seat on the Shasta Lake City Council, and the Shasta County Board of Education – has filed a complaint with Registrar of Voters Tom Toller asking him not to certify the results of the Shasta Lake City Council race because of what she calls election fraud, candidate disqualification issues, and ongoing investigations into two of the other candidates. She alleges that Mayor Kanice Powell should be disqualified from running because of charges of elder abuse, financial abuse, and breach of fiduciary duty. Powell has publicly defended herself against these accusations. Lucero also says that Powell is under investigation by the FPPC for violation of various conflict-of-interest laws. Lucero also claims that candidate Toni Coats is prohibited from running for office for one year from her termination of employment with the City of Shasta Lake, which ended on November 10, 2023. Lucero claims that she will be filing an action with the Shasta County Superior Court if her demands are not met, including an immediate suspension of the certification process. A copy of the letter was sent to the Shasta Lake City Council, the Board of Supervisors, the District Attorney and various state agencies. In 2016, Lucero was found guilty of election fraud from a previous run for Shasta Lake City Council. She served time in the Shasta County Jail for that conviction; however, it is still under appeal. KQMS reached out to Tom Toller for comment, but we have not heard back from him.
