A Palo Cedro man convicted of embezzlement has been ordered to pay restitution to his victims. Norman Ray Ryan was convicted a year ago on two felony counts of embezzlement through his business, Patriot Gold and Silver Exchange LLC of Redding. A restitution hearing was held Monday, and a judge ordered Ryan to pay full restitution of nearly $74,000. In 2009 Ryan was convicted of grand theft while he was the CEO of Haven Humane Society. He had used the organization’s credit card to take a personal business trip to Chicago, then sought reimbursement, saying he had gone there to attend a Humane Society national conference which did not actually occur.
