A man was arrested Friday evening for starting a fire at a Red Bluff shopping center. The fire department and police were called on a report that Papa Murphy’s was on fire. They arrived to find a small fire burning against a concrete wall between Raley’s and Papa Murphy’s. 45-year-old Andrew Westbrook was sitting next to the fire and he was booked into jail for arson.
