The killer of a Fall River Mills man has been sentenced. On June 21st of 2021, Shasta County Sheriff’s Deputies sent to a home in the tiny Community of Dana found Neilon Welch on the floor dead from stab wounds. 31-year-old Richard Lee Duvall the Second was arrested several days later at a Redding homeless camp. Duvall was found guilty in February of murder with a prior strike. On Monday he was sentenced to 31 years-to-life in state prison. The Shasta County District Attorney’s Office says impact statements were made during Monday’s sentencing hearing by Welch’s mother, wife and sister, and statements were read on behalf of his two young children.
