California lawmakers have approved a budget that likely won’t become law because Democratic Gov. Gavin Newsom has not agreed to sign it. Newsom is still negotiating with Democrats who control the Legislature. They passed a budget Thursday to meet a Constitutional deadline. If they hadn’t, they would have stopped getting paid. Both sides aim to have the real budget in place by the end of the month. Key differences are lingering over funding for public transportation, child care, environmental protection and prisons. The state’s fiscal year begins July 1.
