Redding Police launched a major retail theft operation on Thursday in order to boost enforcement of new Proposition 36 guidelines. That law allows theft charges to be filed as felonies if the thief has two prior theft convictions. It also allows felony charges for a third drug conviction. During Thursday’s operation officers contacted 40 people and arrested 14 of them. Four of them face felony charges.
