A man led Redding Police on a lengthy slow speed chase Monday before turning onto a dead end road and getting arrested for evading and DUI. At around 9AM officers were checking out a report of an unresponsive man in a Hyundai Sedan on a side street off Oasis Road just east of Gold Hills. When officers got there he woke up and started driving. But the driver wouldn’t stop but kept traveling at 15-to-20 miles an hour while throwing little plastic bags out his window. Sheriff’s Deputies tried to help by laying down spike strips but the driver kept unpredictably turning onto side roads and avoiding the spikes laid out for him. He ran over a spike strip on Twin View Boulevard but continued driving 20 miles an hour with one flat tire. He ran the red light at Market and Lake and continued down the hill on North Market, avoiding another spike strip. At that point he had a hard time controlling the car as a rear tire was coming off the rim. When he got across the North Market Street Bridge RPD Officers rammed the Hyundai and disabled it. There was a brief altercation but the driver, identified as 46-year-old Joshua Rubio of Shasta Lake City, was taken into custody.
