An appeal will be filed by the Shasta County Board of Supervisors to challenge state laws that limit the ways government employers can discourage their employees from joining a union. The board contends that it’s a First Amendment free speech issue, but the state maintains that the law prevents coercion and intimidation of employees seeking collective bargaining rights. The board cites a 2018 Supreme Court ruling that allows public employers to tell their employees that they’re allowed to opt out of union membership and dues.
