After alarms were raised about Shasta County finances during Tuesday’s Board of Supervisors meeting, the County Treasurer provided a lesson on the General Fund. Chriss Street, fresh from being rejected as County Executive Officer, declared that the General Fund reserve is too low, and implied that his financial insights were behind the scuttling of his job offer. Treasurer Nolda Short acknowledged that the reserve is 8.9% of the total budget and policy calls for a reserve of 17% to 25% of expenditures, but it was just 5% until policy was changed in 2019. Short says it’s important that any additional costs come with questions about how they’ll be funded.
