Board of Supervisors Chair Chris Kelstrom said Tuesday that a juvenile behavioral health facility proposed for Anderson is dead in the water, and he wants everyone to know that it’s not his fault, nor was he trying to ramrod the project on the city. Supervisors approved a grant of $1.9 Million from opioid settlement money to represent matching funds so the project could receive a $25 Million state grant. Approval of the funding was contingent on support from Anderson Police, the Sheriff’s Office, the Probation Department and the Anderson City Council, which it did not get in time.
