The Shasta County Sheriff’s Office says an undercover human trafficking operation at Shasta Lake over the weekend resulted in eight arrests. Investigators used a houseboat along the shoreline as an undercover meeting location. Detectives communicated online with people seeking to purchase sexual acts, as well as individuals advertising commercial sexual services. The operation resulted in the arrests of 29-year-old Billy Chapman of Bakersfield, 58-year-old Robert Earl Mandrell of Shasta Lake, 44-year-old Robert Tennise Logan of Anderson, 42-year-old Brandon Jennings Mendez of REdding, 37-year-old David Allen Declusin of Washington, and 30-year-old Liam G. Mahoney of Junction City. All six are accused of agreeing to pay money in exchange for sexual acts. Investigators say Chapman traveled to the Redding area for the arranged meeting and physically resisted arrest, resulting in a struggle with detectives. Investigators also say Chapman was transporting a woman to commercial-sex appointments and financially benefiting from her prostitution activity. Logan was additionally arrested on suspicion of possessing suspected Percocet that was not prescribed to him and for an outstanding warrant. Mendez was also arrested after detectives allegedly found suspected Methamphetamine in his possession. Investigators also arrested 32-year-old Mark Anthony Hill of Redding, who they say was assisting a sex provider with commercial-sex activity and financially benefiting from her prostitution. Forty-four-year-old Jennifer Lynn Valenzuela of Redding was arrested on an outstanding work-release warrant and for possession of suspected Cocaine. Detectives also contacted numerous people providing or advertising commercial sexual services. Sheriff’s officials say a major focus of the operation was addressing the demand for commercial sex, commonly referred to as targeting “Johns,” which investigators say creates a market that traffickers and others can exploit. Officials also emphasized that the operation’s location was selected by law enforcement and no marinas or businesses on Shasta Lake were involved in any illegal activity.
