A State Appeals Court has upheld a preliminary injunction against Measure B, which prohibits the election reform measure from taking effect while it’s still being adjudicated in Shasta County Superior Court. The measure was approved by Shasta County voters in June. It would require photo ID to register and vote. Early voting and vote-by-mail options would be nearly eliminated and ballots would be hand counted. It also would create a county voter registration system disconnected from the state system. California’s Attorney General and Secretary of State sued, saying the measure would illegally undermine state election laws protecting voters rights. With the appeal, all registered voters will receive a ballot in the mail, as dictated by state law. The county will begin mailing ballots October 5th. The Shasta County Board of Supervisors is not legally backing the measure, or spending any money to defend it.
