A newly restrictive public comment procedure did not prevent a record number of people from stepping up to address the Shasta County Board of Supervisors prior to their 3 to 1 decision to censure Registrar of Voters Clint Curtis. Two reports –one completed by county staff and another by a private firm- recommended that disciplinary action be taken against Curtis for creating a hostile work environment by physically threatening his employees.
